2023 SORO NC Elections


The South Robertson Neighborhood Council (SORO NC) along with LA's 98 other Neighborhood Councils, form the grassroots level of the City's government. While SORO NC board members serve their community without pay, they are public officials elected by the stakeholders of their community. The SORO NC General Board consists of twenty-four elected stakeholders, and one Board appointed Student (14 up to 18 years old). 

SORO NC terms are four years, and the open seats are listed below. All Board Members are expected to attend the regular monthly General Board meeting. These meetings usually run three hours and occur on the third Thursday of each month. All Board Members are also expected to serve on one or more committee(s) of their choosing.


Zone Representative Qualifications:  Stakeholder who is at least 18 years of age at the time of the election who lives within the appropriate Zone in which they reside.

Zone 2- Boundaries are North: Pico Blvd., South: Pickford St., East: La Cienega Blvd., West: Robertson Blvd.

Zone 4- Boundaries are North: Sawyer St., South: Cadillac Ave., East: La Cienega Blvd., West: Robertson Blvd.

Zone 6- Boundaries are North: 10 Freeway, South: Eastbound Robertson Blvd. off ramp, Robertson Blvd., Culver City border, East: La Cienega Blvd., West: 10 Freeway

Zone 8- Boundaries are North: (going east) Sawyer St. at the Hillcrest Country Club border, Castle
Heights Ave., Bolton Rd., Sawyer St., South: Cattaraugus Ave., extending West to Anchor Ave., East: Robertson Blvd.
West: Southeast boundary of Hillcrest Country Club, Anchor Ave.

Zone 10- Boundaries are North: Beverly Hills Border/Gregory Way, South: Pico Blvd., East: La Cienega Blvd., West: Robertson Blvd.

Business Representative (3 seats): Stakeholders who own, operate, or work in a business or own business property or residential income property within the Council boundaries and who are at least 18 years of age at the time of the election.

Organizational Representative (2 seats):  Stakeholder who is at least 18 years of age at the time of the election who officially represents organized groups of Stakeholders within the Council boundaries.

At Large Representative (2 seats):  Any Stakeholder who is at least 18 years of age at the time of the election.


The SORO NC election is conducted by the Los Angeles City, Clerk's Office.

The SORO NC is a branch of the Los Angeles City government (more details at LA City Dept. of Neighborhood Empowerment  and/or by reading the City Charter, Article IX ) and, as such, must be conducted within the various laws that define public entities, such at the Brown Act, which addresses transparency in governance. All candidates are also encouraged to become acquainted with the SORO NC Bylaws and Standing Rules.

Stakeholder: A Stakeholder is anyone who lives, works, or owns real property within the VNC's boundaries, and does not have to be a citizen of the United States. A Stakeholder who participates in the elections must be a minimum of 16 years old.


Community Interest Stakeholder: An individual who is a member of or participates in a Community Organization within the boundaries of the Neighborhood Council.

A Community Organization is an entity that has continuously maintained a physical street address within the boundaries of the Neighborhood Council for not less than one year, and that performs ongoing and verifiable activities and operations that confer some benefit on the community within the boundaries of the Neighborhood Council. A for-profit entity shall not qualify as a Community Organization. Examples of Community Organizations may include Chambers of Commerce, houses of worship or other faith-based organizations, educational institutions, or non-profit organizations. The definition of “Stakeholder”, “Community Interest Stakeholder”, and their related terms are defined by City Ordinance and cannot be changed without City Council action. See Los
Angeles Charter Section 906(a)(2) and Los Angeles Administrative Code Section 22.801.1.

Note: In accordance with current City policy, proof of vaccination or a negative COVID-19 test within the past 72 hours will be required to enter a polling location. Any voter who cannot provide the required COVID-19 documents will be able to vote curbside or in front of the poll location. COVID-19 requirements subject to change based on City policy. 


Vote-By-Mail: To receive a ballot that will allow Stakeholders to vote-by-mail, the City Clerk requires registering for an application. The application period starts on 1/25/2023 and ends on 3/7/2023. Visit How How To Vote to file for an application. The deadline to submit (postmark on or before) a Vote-by-Mail ballot is 3/14/2023.
